California holds a dog owner liable for a bite that occurs in a public place or where the bitten person was lawfully present, regardless of the dog's history (Civil Code § 3342). In Santa Monica, bite reports go to the Santa Monica Police Department's animal control unit, and the rabies observation period is administered under the authority in Health and Safety Code § 121690.

Under Civil Code § 3342 you do not have to show the owner was negligent or that the dog had bitten before. The questions are whether you were bitten, and whether you were in a public place or lawfully on private property. The statute does not protect a trespasser, and an incident where a dog knocks someone down without biting is analysed as ordinary negligence instead.
Santa Monica's geography produces a specific set of cases. The beach path and Palisades Park put leashed dogs, joggers, cyclists and scooters into the same narrow corridors, and a startled dog on a long flexible leash reaches further than its owner expects. Cases on the Promenade often involve a dog tied outside a store — and a business that allowed it.
Treat the wound the same day. Bite wounds are puncture wounds and infect readily; the first medical record also establishes the cause.
Report it to Santa Monica Animal Control. The report starts the observation period, records the dog's vaccination status, and — critically for the claim — identifies the owner. Without that identification there is often no insurance to claim against.
Photograph the injury as it heals and keep every receipt. Scarring, particularly on the face and hands, is evaluated separately from the medical bills.
Provocation is raised often and proved rarely. Civil Code § 3342 imposes strict liability for a bite in a public place or where you were lawfully present; the owner's characterisation of your behaviour becomes a comparative fault argument that depends on the actual evidence, including witnesses and any nearby camera.
Not to the core of the claim. Civil Code § 3342 does not turn on whether the dog was leashed. A leashed dog that bites still exposes its owner to liability; the leash may be relevant to how the incident happened, not to whether the owner is responsible.
Most California injury lawsuits must be filed within two years of the injury (Code of Civil Procedure § 335.1).
